POSITION       : Filipino Cultural Broker (half-time)

REPORTS TO :      Program Director

JOB SUMMARY:  

The Filipino Cultural Broker partners with the social worker, or another representative from the DFCS, in responding to alleged child abuse/neglect situations.  In these highly-charged environments, the Cultural Broker will act as the bridge to minimize conflicts, ensure cultural understanding of the situation from both sides, cultivate trust and empathy, and foster partnership between the family and the county in order to arrive at the best solution to support the children.   The Cultural Broker will work with the family for 60 days (from the initial meeting) to assist families in accessing services.

ORGANIZATIONAL BACKGROUND:

ICAN was founded in 2000 by 3 refugees of the Vietnam War to provide skills, confidence and opportunities to Vietnamese children to become caring and engaging leaders with strong cultural identity.  The mission of ICAN is to inform, engage and inspire Vietnamese Americans to help raise the next generation of caring leaders through humanitarian and culturally responsive social programs.

JOB RESPONSIBILITIES:  Tasks include, but are not limited to, the following:

  1. Accompany the county social worker or another representative of the DFCS to the location of the family when requested (meet at the site requested by the DFCS)

  2. Serve as an intermediary to help bridge the cultural gap by communicating differences & similarities between cultures. Ensure that the social worker, or a representative of DFCS, and family have a mutual understanding of events & expectations.  

    • Assist the social worker or another representative of the DFCS to understand the cultural context of the presenting concerns

    • Assist the family to understand the legal context of the allegation

  3. Facilitate culturally sensitive and meaningful conversations between the social worker, or another representative of the DFCS, and the family .  

  4. Assist the social worker, or another representative of the DFCS, and family in understanding the resources available to them.  Assist family to access services.

  5. Assist the family in understanding the child welfare process and expectations

  6. Be responsive and available to social worker, or another representative of the DFCS, and family for 60 days after the presenting consultation (for meetings, emails, phone calls)

REQUIREMENTS:

  1. Applicants must have a Bachelor degree in Social Work or related field and a minimum of 2 years of work experience in providing direct services to clients, except:

    1. Those without a Bachelor degree in Social Work or related field must have a minimum of six (6) years of case management experience and/or experience providing direct services.  

    2. Those who have personally been through the child welfare system, a combination of four years of education and work experience providing direct services to clients will be eligible to apply.

  2. Applicants must be bilingual (fluent in English and Tagalog) and have excellent communication skills (oral, reading, writing)

  3. Applicants must have strong knowledge of the Filipino culture, community resources and the ability to successfully engage with families.  

  4. Applicants must be culturally sensitive, i.e. demonstrate the knowledge of and be sensitive to the cultural, religious, regional, ethnic, social, linguistic, gender and sexual orientation needs of the Filipino children and families.  

  5. Applicants must have knowledge of values, beliefs, and child welfare practices of cultural groups, must be respectful and have an understanding of traditional and indigenous wellness and cultural practices

  6. Experience navigating the child welfare service delivery and supportive systems within communities is a big plus

  7. Experience and sensitivity in working with at-risk subgroups within the Filipino community is a big plus.  At-risk subgroups include, but are not limited to, new immigrant families, youthful parents, parents struggling with mental health, developmental delays, substance abuse issues, parents battling with domestic violence, and those parents with children aged 18 or younger with behavioral, medical, developmental or mental health concerns

  8. If selected, applicant must obtain the Department of Justice background clearance and Live Scan and attend all required training prior to commencing work.

OTHER REQUIREMENTS:

  1. Must be able to report to service site on a regular and reliable basis, and able to travel between sites and to attend offsite events throughout the county, as appropriate

  2. Must be able to work a flexible schedule, which includes evenings, weekends, and holiday hours, as appropriate, to coordinate and provide services and activities for families during non-traditional hours

LICENSES, CERTIFICATIONS, REGISTRATIONS:

Must possess a valid California Driver license, reliable transportation, current auto insurance.



OTHER QUALIFICATIONS:

  1. Must be at least 18 years of age

  2. Must be a U.S. citizen or lawful permanent resident

  3. Clearance of fingerprint background check

  4. Must have valid TB screening
