POSITION       : Outreach Specialist (Full time, permanent)

REPORTS TO :      Program Director

OBJECTIVE    : To develop and deliver messaging, strategy and outreach efforts in order to engage the Vietnamese community in the Greater San Jose area, promote awareness of ICAN and participation in ICAN’s programs and services.


We are looking for a talented Outreach Specialist with the skills, experience and interest to engage Vietnamese parents and grandparents in learning more about ICAN, its mission and services, as well learning new parenting skills and knowledge so they can better support and ensure healthy development of their children.   

The Outreach Specialist reports directly to the Program Director and focuses on developing and delivering culturally effective messaging and outreach strategies that promote awareness of ICAN in general and participation in ICAN’s programs and services in particular.  S/he also works alongside program staff at ICAN Family Resource Center (FRC) to advertise about specific FRC programs and activities via different outreach venues such as printed materials (flyers and brochures, mass mailing), ethnic media (radio, TV, newspaper), social media, cross-referral arrangement with other community-based organizations,  word of mouth etc. S/he will be attending outreach and community events organized by others and will take the lead or participate in organizing ICAN events (community/family, cultural, fundraising).

In working with social media, the Outreach Specialist works to develop/expand ICAN’s social media accounts in order to reach more of our community members.  S/he will be responsible for creating original content, managing posts, and responding to followers. S/he should have excellent communication skills and be able to express our organization’s views creatively. Ultimately, the Outreach Specialist should be able to handle ICAN’s social media presence while ensuring high levels of web traffic, community engagement, and will provide the team with insight into how best to tell our stories utilizing our various social channels.


ICAN was founded in 2000 by 3 refugees of the Vietnam War to provide skills, confidence and opportunities to Vietnamese children to become caring and engaging leaders with strong cultural identity.  The mission of ICAN is to inform, engage and inspire Vietnamese Americans to help raise the next generation of caring leaders through humanitarian and culturally responsive social programs.


  • Design and implement outreach strategies to align with ICAN's overarching goals and meet recruitment objectives for specific programs

  • Work with program staff to collect and promote meaningful program impact data

  • Work with program staff to advertise & recruit participants for upcoming programs/workshops

  • Ethnic media:  manage content and messaging; find appropriate speakers for radio/TV talk shows; build strategic partnership with local ethnic media outlets

  • Printed media:  develop content, design and execute the printing and mass mailing of printed newsletter (quarterly) and annual program booklet.  

  • Social media:  Oversee design and manage social media accounts.  Generate, edit, publish, and share engaging content.  Communicate with followers, respond to queries in a timely manner, and monitor community feedback

  • Other outreach venues:  develop strategic partnership with partner agencies; engage past participants to help promote ICAN’s programs through word-of-mouth

  • Evaluation & Reporting:  work with program staff to track effectiveness of outreach strategies & channels as measured in the number of people who participated in the advertised programs.  Provide feedback to management



BA degree in communications, marketing, psychology, social work, health, public health or related field.  Experience in using various venues to promote ideas, awareness and messages about issues and services. Passion & commitment to building communities and promoting civic engagement. Willingness to learn and explore new ideas/approaches.  Desire to engage with and give back to the local community and experience in working with culturally diverse communities and families preferred.


  1. Bilingual and bicultural in Vietnamese and English preferred

  2. Knowledge, interest and skills in outreach/marketing, messaging and strategy

  3. Knowledge and experience using social media platforms (Twitter, LinkedIn, Facebook, Instagram)

  4. Hands-on experience in content management (website, blog, newsletter)

  5. Outstanding written and oral communication skills and good work ethics. Public speaking & presentation skills preferred

  6. Strong organizational skills; ability to plan, organize, prioritize and multitask

  7. Strong interpersonal skills and the ability to relate to individuals who may not share basic commonality, including value systems and behavior norms.

  8. Be a team player (internally and externally). Be flexible, proactive, adaptable and able to work in a fast-paced, changing environment

  9. Ability to be culturally sensitive and humble in reaching out to diverse workgroups and serving families with diverse economic, social, racial, and cultural backgrounds.  

  10. Maintain professional conduct and nurture a safe, positive, supportive, trusting and confidential work environment (can-do attitude and strength-based mindset)

  11. Be respectful, fair, inclusive, and hard working. Above all, be willing to learn, think critically, voice own opinions and advocate for self.

  12. Knowledge of internet, computer programs (Word, Outlook, Power Point, Excel, etc). Experience and knowledge of databases a plus.


  1. Must be able to lift 25 pounds as the service is sometimes physical. For example, setting up for events which may require transporting or lifting equipment and materials, e.g., easels, flip charts, refreshments, brochures, chairs, tables, etc.

  2. Must be able to report to service site on a regular and reliable basis, and able to travel between sites and to attend offsite events throughout the county, as appropriate

  3. Must be able to work a flexible schedule, which includes evenings, weekends, and holiday hours, as appropriate, to coordinate and provide services and activities for families during non-traditional hours


Must possess a valid California Driver’s license, reliable transportation and current auto insurance


  1. Must be at least 18 years of age

  2. Must be a U.S. citizen or lawful permanent resident

  3. Clearance of fingerprint background check

  4. Must have valid TB screening
